The San Diego County Sheriff’s Department is launching a pilot program that will equip 10 of the downtown Central Jail with a health monitoring device for medical emergencies.
The goal is to reduce deaths in custody, which have plagued the department for years. A state audit released in February found that San Diego’s jails had the highest death rate among California’s largest counties, and have already seen a record number of deaths this year.
4Sight Labs, which created the devices, will donate $1,000 each to the department. The biosensors in the devices will work like commercial fitness trackers, monitoring the vital signs and movements of the prison’s most medically vulnerable people.

In a video interview posted on 4Sight Labs’ website, Cmdr. Shawn C. Laughlin of the Broomfield, Colo., Police Department said the devices saved the lives of three people they arrested: two from drug overdoses and one from complications from diabetes. Laughlin said the sensors are placed on a person’s ankle and alerts are issued via an iPad that is always within sight of an officer.
“Our policy protocol is to treat [a medical emergency] like an alarm,” Laughlin explained.
In a media release, the sheriff’s department said no inmates will be forced to participate in the pilot program. For those who give permission, the device will alert staff to changes in vital signs.
The devices are more expensive than commercial health trackers because they must be tamper-proof and not pose a security risk to the user or prison staff. The department said it is still working to address the challenges of how to charge a device’s battery.
Sheriff’s spokeswoman Amber Baggs said in an email that the department has not decided on an official launch date.
“We want to make sure our deputies and medical staff are trained in the pilot program, how to put on the devices, how to monitor the devices, change the batteries, etc.,” he said.
Baggs said the pilot also doesn’t have a set time frame, and the department will expand the program when it can.
In April, the county’s Citizens Law Enforcement Commission, whose mandate includes investigating deaths in custody, cited a state audit to recommend the department use technology, such as wearable devices, to monitor the health of inmates. The recommendation noted that in prisons in Arkansas and Oklahoma, bands placed on a person’s wrist or ankle were being used to monitor the heart rate of people detoxing from drugs or alcohol.
In response to the review board’s recommendation, the department said it was “in the process of reviewing several technology options that we believe could improve the safety and overall care of the incarcerated population.”
Paul Parker, who heads the review board, described the pilot as “an important step by [the sheriff’s department] that should be applauded.”
“There is no doubt that using these devices will save lives,” Parker said.
