San Diego-guaranteed grant money jumped over the last fiscal year, from $142 million to $229 million

San Diego’s focus on securing grant funding is paying off, with a 62 percent increase during the fiscal year that ended June 30.

This is the third year in a row that the city has increased its grant funding, but the latest increase is the biggest. The city is also securing a larger portion of the grant money it is seeking.

The total amount of money secured by the city in federal, state, regional and private grants rose from $142 million in fiscal year 2021 to $229 million in fiscal year 2022. The city secured $86 million in fiscal 2020 and $84 million in fiscal 2019.

Grant money helps fund city priorities such as projects to improve water reliability, economic development, emergency response preparedness, homeless services, road repairs, bridge upgrades and public safety.

“It has been a key priority for me to ensure that we receive our fair share of resources from all levels of government, and this report demonstrates our success in doing so,” said Mayor Todd Gloria in a news release.

In May 2019, San Diego strengthened its grant reporting to improve transparency and performance. In addition, the city-wide grants management function was consolidated under the Grants Division of the Department of Government Affairs.

“The increased success of our grant writing efforts has allowed the city to supplement its budget and provide much-needed additional funding for key programs and services,” said Jay Goldstone, the city’s chief operating officer at the time.

The $229 million in grant funding secured last year is nearly 15 percent of the city’s $1.6 billion annual operating budget.

City officials say the key to their success is seeking more grants. The amount of grant money sought has risen from $134 million in fiscal 2019 to $195 million in fiscal 2020 and fiscal 2021, and then to $258 million last fiscal year.

The city got 44 percent of the grant money it pursued in fiscal 2020, but that share climbed to 73 percent in fiscal 2021 and 89 percent in fiscal 2022.

Gloria said city officials are committed to expanding the program even further in the coming years.

“We will continue to pursue all available funding to invest in creating a city that truly serves all San Diegans,” he said.
